A to F# to Bm

For music theory I am interested in what makes F# pleasing to the ear and fit in key of D. Normally it is a 3minor or 1/3 for modern music. I am just asking what is the rule of thumb, it has the same notes as Bbdim7. I can see them useful for passing chords like key of C and you add E7 before landing on Am7, where else are they good to use?
